In January 2007, the Scottish Government published 'Looked-After Children and Young People: we can and must do better'. The report highlighted the need to improve the learning and development for everyone who works with Scotland's looked-after children and care leavers.

The working group identified five key themes:

  • Working together
  • Becoming effective life-long learners
  • Developing into successful and responsible adults
  • Being emotionally, mentally and physically healthy
  • Feeling safe and nurtured in a home setting
