The Attachment, Regulation and Competency (ARC) framework was developed by Kristine Kinniburgh and Margaret Blaustein. It initially grew out of the work being carried out by the Trauma Center at Justice Resource Institute and the National Child Traumatic Stress Network (NCTSN).
